this is nothing special or specific to the Bush administration, it applies pretty much equally to all politicians and government related positions.

I disagree. While politics does take too much of a role in, well, politics, I don't think it's a correct conclusion to state that all administrations in all government positions treat it equally. I mean, to state all administrations pull stunts like the smear campaign to John McCain in the 2k Republican candidate election?
