Well, to be street legal...

All the modifications in the engine bay have to have a CARB number... that is to say, approved for street use (that's california though). Then there is the matter of catalysts. And lights. But beyond that... There isn't a whole lot they can pull you over for... but once they _do_... and in any event your average police officer (average, mind you) isn't going to know much about engine parts to tell you what a blow off valve is and where it is mounted, for instance.

Laws differ by state, but really, I don't know...

I'm almost certain your suspension is good for street use ("For off road use only" means "We know you are going to use our shit on the roads, but now you can't bitch to us if something happens because we tell you not to"). Exhaust for a track car is usually straight through... no catalysts between the exit and the engine, which is typically a no-no. Piping is usually what changes a car from legal to not... Wheels and brakes are fine, it not exceptionally above average... body work is fine... Lighting, he would have to make sure he has rear lights that light up =) and the headlights seem non existant... Seat belts are assuredly above required...

In the engine bay... well, the rotary RX-7 is much different than anything I know, so i'm not even sure if you would find the same components or not. A turbo is probably in there, and that should be fine for the street unless it is too big, but I don't see that as a problem... air intake is fine, blow of valve is fine... FMIC is fine... anything in the engine bay should be ok, provided your state doesn't have any funky laws

Ok, I just reread your post =P I would love to drive that car around =)
