15 level quest for Hero

Anyone done the 15 level quest for a Hero? You start in Howth and swim across the lake, I think. You're supposed to find a Miner and get some silver for this guy in Howth. I followed the instructions and I think I found the right spot but I'm not sure. You go back into a valley and there is empty camp. There are a couple of more valleys that have camps populated by miners. Here's my problem: The quest mentions the miner by name. I targeted every one of the NPC's in both camps and non of them were named. One was a chieftan and that seems like the logical target but I didn't want to wade into that pit of death without being sure of my target.

Wrong camp. You took a left.. instead of going more straightish (it's at your 11'oclock as you come into the valley, not your 9'oclock).

In the other valley, you'll find Cruacgar (sp?) at the back of the valley walking with another Siabra.
