Found him 2 days ago...
Mythic has added at least 1 more hiding spot. It's in Boreal not far from Croc Islands. He's under an archway in croc form near some eels. I will post the exact loc tonite (I'm at work and don't have the loc handy). I was helping a guildie get the dagger and we actually sent an appeal.
From the CSR: Sadri is spawned in one of his hiding spots that may not be posted on a spoiler site. You may want to search around artifact encounters that are underwater.
In short, Mythic added and/or changed his hiding spots and didn't tell anyone. Nice eh?
