It is a mod that adds a bunch of hidden graphics tweaks, some of which work and others which don't. Force low quality shaders is good for people who have lower end video cards. Pushing your draw distance from the normal max of 3500 to 35000 is impressive if you've got a sweet system.
The really key part for me was the new interface tweaks so you can disable the fade in/out of the loading screen. This means if you ever get resurrected during a fight you won't have like 8 seconds of loading screen, but a fraction of a second. Also you can reduce the number of cross-screen messages so they don't cover the center of the screen (I went to 5 and reduced their spacing, it helps).
