Ok, I saw this on some forum somewhere. I'm not sure that its 100% accurate, but it looks pretty good.
0% to 50% spec = 25% - 100% up to 50% - 100% damage
50% to 75% spec = 50% - 100% up to 75% - 125% damage.
75% to 100% spec = 75% - 125% up to 100% - 125% damage.
100% spec and over = 100% - 125% up to 125% (no varience).
As an aside, when I say 50% spec, that means 50% of the level of the spell you are using. Not 50% of your level. For example if I am level 50 and have 12 spec points in light, and I use the Sun Streak (level 24 base light DD) it would do 50% -100% damage. I use the numbers for 50% spec, because I have light specced to 50% of the level of the spell I was using (Sun Streak), even though I don't have light speced to 50% of my character's level, but .
That last paragraph was kinda confusing, and it doesn't really matter for my purposes, because I will just be using the top level baseline DD (Aurora Blast), which is a level 50 spell.
These are the variences I believe I would get for the Aurora Blast at different spec levels in light.
Light Spec 0 = 25% to 100%
Light Spec 2 = 27% to 100%
Light Spec 4 = 29% to 100%
Light Spec 6 = 31% to 100%
Light Spec 8 = 33% to 100%
Light Spec 10 = 35% to 100%
Light Spec 12 = 37% to 100%
Light Spec 14 = 39% to 100%
Light Spec 16 = 41% to 100%
Light Spec 18 = 43% to 100%
Light Spec 20 = 45% to 100%
Light Spec 22 = 47% to 100%
Light Spec 24 = 49% to 100%
Light Spec 25 = 50% to 100%
Light Spec 26 = 52% to 102%
Light Spec 28 = 56% to 106%
Light Spec 30 = 60% to 110%
Light Spec 32 = 64% to 114%
Light Spec 34 = 68% to 118%
Light Spec 36 = 72% to 122%
Light Spec 38 = 76% to 125%
Light Spec 40 = 80% to 125%
Light Spec 42 = 84% to 125%

Ok, that's a lot of numbers, and some extrapolation on my part, but it all seems to work. With my current plan, at level 50 I will have 48 mana, 21 light, and 12 enchantment. I think I will be able to get +7 light with items, so that would give me 28 light which is 56% to 106% damage. If I respec to 48 mana, 24 light, I'll have 31 light with items which is Light Spec 31 = 62% to 112% damage. And if I wear the diamond seal gloves instead of the epic armor gloves I will have +11 to light, so I will have 32 light with the current plan which gives me 64% to 114% and 35 light with the respec plan which gives me 70% to 120%.
Hmmm, 70% to 120% is way better than 56% to 106%...
